Cadillac Repair: question about 91 seville, starter relay, test procedures

I have a 91 seville and I've had some issues with it not starting.  about 6 months ago I had a mechanic over ride the anti-theft system because it would not start and it didn't even make  a sound when I tried to start it.  Then over the last 3 weeks it has been intermittently not starting but it makes a clicking sound as if the starter is trying to engage.  I took it back to that mechanic and he said that the anti theft system needed to be replaced but I was wondering if it might be the starter instead because before, when it was the anti theft, the car was just dead and now it seems like it wants to start but just won't do it.  I did replace the battery about a month ago so I know the battery is good.  Any help with this would be greatly appreciated.

Could be either the starter relay and or the starter. You will need simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
