Cadillac Repair: Coolinf fan not working, 1991 cadillac seville, cadillac seville

I have a 1991 Cadillac Seville and in order to get the fan to work I had to put a jumper from a fuse to the relay with the relay removed. What would cause this problem? When I take the jumper off the fan never comes on.

There are THREE (3) cooling fan relays in the system. with the engine running pull one of the relays and see if the fan comes ON. If it DOES replace the pulled relay. If it does NOT, Re-install the relay and pull another relay and if the fan comes ON, Replace the pulled relay. If it does not come on, Re-install the second relay and pull the last relay and see if the fan comes ON, If it does, replace the pulled relay, If the fan does not come ON:
