QUESTION: no it hasn't come on, i know that the carburetor has just been re-build, i will like to see some pictures on how to clean it if possible.

Answer
An 89 cadillac does NOT have a carb. It is throttle body injected.

Your problem is either a mis-adjusted THROTTLE POSITION SENSOR (TPS) and or a faulty IDLE SPEED CONTROL MOTOR (ISC).

You will need Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.  I do not have a website so you will have to e-mail: onlineautohelp@msn.com in order to obtain the information.
