Cadillac Repair: Cadillac De-Ville help, fuse panel, engine compartment

Where are the cooling system fan contorl relays located on a 2000 Cadillac Sedan De-ville, it's running hot.

In the fuse panel in the engine compartment.

Do the fans come ON at all ?.

If they do, At what temp do they come ON at. They normally come ON at 220 to 230 degrees which is NORMAL.
