i have a 1994 cadillac deville and i wanted to know where can i get discounted parts from and when i turn my steering wheel make loud whinning noise and got power steering fluid in there .m in shreveport louisiana .

You should be able to get Cadillac parts at any auto parts store.

As to the whining when you turn the steering wheel, Replace the power steering pump.

After you replace the pump it will take a day or 2 for the system to purge all the atmospheric air from the power steering system. Therefore the pump will have a similar whine to it until all the air is purged.
