Cadillac Repair: BLOWER FAN NOT WORKING, blower fan, test light

I HAVE A 1997 DEVILLE, THE BLOWER FAN IS NOT WORKING. I CHECK ALL THE FUSES AND THERE OKAY. I CHECK WITH A TEST LIGHT AND THERES ALWAYS POWER GOING TO THE FAN ON ONE OF THE WIRES. WHEN I CALL FOR HEAT OR AIR THE VENTS DO OPEN, BUT THE FAN DOES NOT WORK. WHAT ELSE CAN IT BE. OR WHAT SHOULD I CHECK NEXT.

Answer
The fault is in most cases caused by a worn out set of brushes and or shorted armature within the blower motor and the BLOWER MOTOR and the HEATER/AC PROGRAMMER (ACM) require replacement and ADJUSTMENT.
