Cadillac Repair: tilt steering wheel 89 cadillac, cadillac fleetwood, electrical schematics

I have an 89 Cadillac Fleetwood Brougham. The tilt on the steering wheel works, but it just pulls in and out. How can I fix this? Is it a do it yourself project? Approximately how much will it cost?

In other words your saying that the little lever that you move from left to right does not lock the steering wheel in place and you can still pull it in and out.
