Cadillac Repair: 1997 Cad Eldo A.C. Problem, electrical schematics, vacuum pump

Refrigerant leaked out.  When re-filled the AC still indicates "off" and the information window says "low refrigerant.  AC compressor off"  How do I turn it back on now that the refrigerant has been replaced?

The first thing that should have been done is to fix the leak, Then evacuate all the air from the AC system using a vacuum pump, Then jumper the AC relay in order to recharge the system.
