Cadillac Repair: coolant fan for radiator, cadillac eldorado, relay switch

1988 Cadillac Eldorado. When the coolant fan for this car is connected and the temp. goes hi enough for them to turn on they don't.  If I disconnect them the fan runs all the time.  the relay switch has been changed to a new one.  So we plugged in the fan and when the temp got to were it needed to come on it did not.  When we unplug it then it runs but runs all the time when the car is on.  Help.
