Cadillac Repair: A/C and Computer, seville sts, mechanical side

QUESTION: I had my A/C checked out and I have the mechanical side of the system working. My mechanic says he can jump the ground of the main A/C relay and all works, but the A/C controller and/or the PCM is not grounding the relay to turn on the compressor. He suggests further diagnosis from Cady dealer, he doesn't have the diagnostics. If it is the PMC do I have to get it from the dealer and have it programmed with VIN and mileage or can i put a new on in myself?

QUESTION: Sorry, 1995 Cady Seville STS 100,000 Mi. The OAT is not accurate either.

ANSWER: If the Outside Air Temp sensor is NOT working, You need to replace this FIRST as this sensor combined with other sensor inputs tells the AC system to engage..

QUESTION: The Oat reads low usually about 8 to 10 degrees.

Can this easly replaced by me?
