Cadillac Repair: 94 eldorado, volt ohm meter, hvac system

Hello. I have a 94 eldorado. My problem is that the hvac is not working. It
seems as if the compressor is working, as the engine appears to be doing
extra work when the ac is turned on, but the blower is not working. No
defroster, heat, or ac. When moving outside air is still making its way to the
cabin, but no luck with anything else. There are no ACP codes from the
onboard diagnostics, and the fuses in the trunk and under the hood related
to the hvac system seem to be ok. I haven't looked at the maxi fuses yet,
since upon looking at the owner's manual it says to take it to the dealer. If
you have any suggestions that could help me get some ac down here in SC
that would be much appreciated.

Your problem is either with the:

Blower motor.
Blower motor power module.
AC/Heater programmer.
