Cadillac Repair: 1999 Cadillac Deville, cadillac deville, key cylinder

Hello, my car sometimes says starter disabled-remove key and won't start...and sometimes it starts right up.  Any ideas what the problem may be.  I checked and replaced the fuses for the ignition.

You have a problem with either of one of these things:

ignition key.
ignition key cylinder lock.
wiring from ignition key lock to pass-key module.
pass-key module.
