on the 1993(base) Cadillac de ville, do i drain it buy taking the pan off or is there a plug on it? also after i drive the car for a long period of time the car starts to stall?

Yes, you drain via pulling the pan. Do yourself a favor and loosen the bolts first, then pry the pan loose. Once the pan is loose, THEN remove the bolts. The reason for this is it generally takes a bit of persuasion to get the pan loose. If the bolts are totally out, when the pan breaks loose you'll get a bath.
As for the stalling issue, when does it stall? virtually every time you decelerate, or just once you're at idle in gear? Does it start right back up? Does it stall continually once it does it the first time?
