Cadillac Repair: starter disabled due to theft, analog instrument, digital instrument


Question
I have a 97 devillle that I replaced the instrument cluster in. After doing so, the car reads,"starter disabled" and tells me to wait three minutes,  well I am still waiting and it still will not start. can you please help me?

WHY did you replace the instrument cluster ?. Did you perform all the required test procedures to make sure that the old cluster was faulty ?.

IS or HAS the check engine light illuminated on the vehicle recently. ?.

Perform this test:

1. Ignition switch ON. Engine OFF.

2. For a DIGITAL instrument cluster, Simultaneously push and hold the OFF and WARMER (^) buttons on the climate control panel for 3 seconds and release them. If you have an ANALOG instrument cluster push the OFF and PASSENGER WARMER buttons.

3. LETTERS & NUMBERS will be displayed along with the word HISTORY or CURRENT on the fuel data display. The display will stop at PCM?

4. Turn ignition OFF.

5. Tell me EXACTLY what displays on the display EXACTLY in the order in which it displays.
