Cadillac Repair: 95 Deville windshield wipers, electrical circuitry, windshield wipers

The deville i just bought my dad, has non-operational wipers.  the prior owner just replaced the wiper motor, thinking that was the cause.  It was not.  Fuses are ok.  What's next? the switch in the steering column?  the turn signals work ok on the same lever.  just no wipers or wash capability.

It could be the switch on the column or the wiper control board on the wiper motor or a faulty wiper motor. What you need is pictures with directives to test the wiper electrical circuitry but unfortunately pictures are NOT allowed on this persons website.
