Cadillac Repair: blower fan(92 cad sedan deville 4.9L, jumper wire, going in circles

QUESTION: heater fan was not going on replaced blower fan and goes on when jumped from battery and juice from engine compartment wiring to fan is getting juice,not going on inside when turning on heat or air

The operation of your fan is very simple. If I'm understanding you, you ARE getting voltage TO the blower motor but it is not coming on? If this is the case, and you've bench-tested the fan and know it's functional, then there's only a couple possibilities:
1. The fan is physically jammed.
2. The motor is not getting a good ground.

QUESTION: the wire in engine compartment is supplying juice and can jump fan to work checked fuses I think? some to do with acm as when i push in heat button nothing

Something's missing here. You say the wire to the fan has power (juice), and you can "jump" the fan to work.
What do you mean "jump" the fan to work? Are you saying that if you apply 12+ from a jumper wire, the fan works, but when you attach the actual fan connection with 12+ it does not?

I'm afraid we're going in circles here. With the fan connector installed, when you try to get the heat on, is there power at the connector at the blower fan? If yes, then the problem is as I said before, a bad ground or a physically jammed fan. If no, then the problem is the power module most likely.
