Cadillac Repair: headlights wont stay on without wipers on, e mail address, cadillac catera

We bought a used 1997 Cadillac Catera and when the headlights are switched on, they flash rapidly for about 30 seconds. They then will go off and will only stay on if the windshield wipers are left on the entire time while driving.Because of this, it will not pass a safety inspection. Please advise!

This is one that I have yet to run into. This is going to require extensive test procedures with pictures and directives.

Did you buy the vehicle with this problem or did it occur after some type of work was performed on the vehicle.
