Cadillac Repair: 98 STS A/C not blowing our of vents, center vent, vacuum lines

I recently purchased 98 STS with 94K miles in beautiful condition. However, the A/C blows out of the lower and upper, not the dash vents. I checked all the fuses with a test light, checked vacuum lines. I need advice on what to do next, take it to dealer, Mr Fix it, or is this something a pretty handy guy can troubleshoot? Thanx for your help.

Either the center vent actuator is faulty or there is no vacuum going to the center vent actuator or there is a fault in the programmer.
