Cadillac Repair: 1988 cadilliac deville fans will not shut off with vehicle, radiator fans, air conditioning compressor

Hello,
I have had to disconnect my battery to shut off the cooling fans. It is currently 3 degrees here in upper michigan, the engine is cool. My air conditioning compressor has been disconnected since I bought the vehicle. Where is the sensor that controls the radiator fans and how do I disconnect it? I would greatly appreciate your help. Also my car hesitates alot, could this be related?

In the engine compartment on the shock tower on the drivers side is 3 identical relays, disconnect one and see if the fans stop. If not plug it back in and unplug another one. Do this with all 3 relyas and the one you unplug that stops the fans, Replace this relay.
