Cadillac Repair: diagnostics code 20, cadillac eldorado, gas tank

QUESTION: 1983 Cadillac Eldorado - touring - 4000 V8
I recently had a new gas tank installed (not sure if this has anything to do with the problem) but...when driving at slow speeds, the car acts as though it's going to stall - I keep pulsating the gas pedal and it keeps the car running but rough - but sometimes will stall - but then starts right up.  Also when sitting in traffic - it surges - like it's wants to take off - so it goes from trying to stall to surges...  But when I am driving at a higher speed - no problem.  When running diagnostics it shows the code of 20.  Any help?  Thanks, Kate

ANSWER: Did you erase the code 20 from the computer and check the fuel pressure ?.

QUESTION: no I did not erase the code - and don't know how to check the fuel pressure - but I do find that if I keep the gas tank full that I don't have the problem.  Not sure if this makes sense.

How many times does the code 20 appear ?. 2 times or 3 times before you see .7.0  ??

Lets try and erase the code 20.

1. Ignition ON. Engine OFF.

2. Simultaneously push and hold the OFF and WARMER button on the climate control panel for 3 seonds and release them.

3. Code or codes will appear and then will stop at .7.0

4. Simultaneously push and hold the OFF and HI buttons until you see .0.0 and release the buttons.

5. Wait 30 seconds and repeat steps 1 thru 3 and see if the code 20 is gone and you only see .7.0.

6. Turn OFF ignition.

7. The surging is being caused by a loose rubber hose that connects the fuel pump to the pickup tube in the gas tank. What is happening is when the fuel l;evel gets below the level of the loose rubber hose it starts to suck air causing your problem. Remove the gas tank and replace the rubber hose.
