Cadillac Repair: Sedan Deville starting issue, turn signal switch, purple wire

QUESTION: I have a 91 Sedan Deville.  It will crank if you arc the starter, but not start.  I'm having trouble removing the starter so I tried the Arc method.  If I turn the key all the accessories come on, then in the start position, they go off like they're supposed to, just doesn't turn the engine.  I'm really kinda lost here.  I was thinking maybe something in the ignition, or even the trans. safety switch.  I dunno though.

ANSWER: IS or HAS the check engine light ever illuminated on the dash while driving or have you seen any messages on the message display panel ?.

QUESTION: No.  No check engine light, no codes.  Also, now has new Ign. Coil, and module tested good.  Thanks.

ANSWER: Do you have spark to the spark plugs as you crank the engine?.

Are you getting battery voltage to the purple wire on the "S" terminal on the starter when you try and start it with the ignition key ?.

If NOT, You may have a faulty NEUTRAL STARTER SAFETY SWITCH on the steering column.

Does your ignition key have the chip module on it ?.

QUESTION: There is no chip in the new ignition cyl.  I changed them because the old one had a broken wire.  No there is not a spark on crank, primarily because the engine doesn't crank.  I do have voltage on the starter.  Where would the neutral starter safety switch be, and can I check that out myself?  I just replaced the turn signal switch as well.  Could they be related?  Also, the wipers keep blowing fuses.

The vehicle came with an ANTI-THEFT system that required a special ignition key that has a small chip on the key that when inserted into the lock cylinder on the steering column was read by the PASS-KEY MODULE in order to engage the starter relay and turn ON the fuel pump via the PCM computer.

What do you mean by your statement: I changed them due to a broken wire ?.
