Cadillac Repair: rain sensing wipers, buick park avenue, electrical schematics

Question
I have a 1997 Buick Park avenue ultra wiper rain delay wipers which work properly. The problem is when you try to turn the wiprs off they park in the up and down position in the middle of the windshield. If you let the wipers stop in waiting position for the delay wipers wich is the horizontal position at the bottom of the windshield and turn the car off then you can turn the wipers off. Now when you restart the car the wipers will not try to park and will stay off in the waiting horizontal position.

I can provide you with electrical schematics and diagnostic procedures for a CADILLAC, But I spent my whole career on ONLY Cadillac and do not know what system or how the Buick system works.
