Cadillac Repair: 96 Eldorado, fernley nevada, diagnostic scanner


Question
This car is overheating within 10 minutes of a cold start.  It uses several gallons of coolant each week but is only driven maybe 40 miles per week.  I have had it checked out by a private party who is a certified mechanic and also put the car in the shop for a diagnosis.  The private mechanic did a compression check which he said was good he found a small hole in the radiator hose and replaced it.  He put new plugs and points in it.  He checked all of the fuses and relays and said they were all good.  Nothing is coming up on the codes to give us a definitive answer on what the problem may be.  He also replaced the thermostat, flushed the radiator and replaced the coolant for me.  We have noticed that the cooling fan is not coming on regardless of how long the car runs or how hot it gets.  The shop said they thought it could be the main computer but I felt like they were throwing out uneducated guesses to keep me there spending money.  

Do you have any ideas or suggestions on what the problem might be and how we go about confirming what the problem is and how we go about repairing it?
