Cadillac Repair: 81 Cadillac Fleetwood not getting power to the Fule pump, cadillac fleetwood brougham, cadillac fleetwood

Question
Hello. I have an 1981 Cadillac Fleetwood Brougham De Elegance with and 368 6.0 liter engine in it and the problem that I am having is that one day the radiator went out and i drove it home. the next 2 days later the car would start but i put water in the radiator to see where it was leaking from while it was running and some of the water got onto the engine. After that one day i went to start the car and it would not start. I have a mechanic (or at least thought was one) and we found out gas was not getting to the engine. He sprayed starter fluid into the engine and it cranked right up. So he told me to get a new Fuel pump with strainer and all and install. I did. Still not starting. He told me to have what I believe is the computer chip tested(small black curved electronic device located under distributor cap) and it tested ok. Next we replaced the rotor button and tested the fuel injectors to see if we were getting power to them and yes we were. Then next we tested to see if power was getting to the fuel pump and that where the problem kicked in. No power was getting to the fuel pump and I have replaced the relay and checked all the fuses. He said it may be an fuel pump inertia switch but he could not locate it. I am 22 and do not know a lot bout fixing on cars. But i love my Cadillac and would like to see it on the road. Thanks and also i did the test thing that I saw on the site where you hold the off and warmer button and all i got were two dots. thank you.

Answer
Fuel pump test:

1. Get yourself a helper.

2. remove the gas cap.

3. have one person listen in the gas tank at the gas cap opening.

4. have the other person turn the ignition switch to the ON position ONLY so as the dash lights come on. Do NOT attempt to start the engine.

5. As soon as the ignition key is turned to the ON position, The person at the gas tank should hear the fuel pump run for TWO SECONDS and then it should STOP.

6. Does it ?.

7. If it does NOT run for the 2 seconds the fault is either the fuel pump or the fuel pump relay.

8. You need to put a fuel pump gage on the fuel line to be sure your getting sufficient pressure.

Let's check to see if your 2 fuel injectors are getting a ground circuit from the computer.

Remove one of the 2 wire connectors from one of the injectors and install a test light on the 2 wires in place of the injector. Crank the engine and the test light should flash ON and OFF. If it does NOT, The computer is faulty.

Near the firewall there is a green connector that is NOT attached to anything. This is the FUEL PUMP TEST TERMINAL. Insert your test light in this green connector and when you first turn ON the ignition thetest light should illuminate for 2 seconds and go OUT. If it does, Use a 10 amp fused jumper wire and connect this green wire to battery voltage which will run the fuel pump at all times.
