Cadillac Repair: stalling, cell phone charger, cigarette lighter

91 Eldorado.  Owned for a year, purchased from original owner.  No known major repairs, except brakes.  Just changed battery 3 days ago.  

May have some sort of electrical problem (fuses blow to cigarette lighter when I plug in cell phone charger -- not immediate, but doesn't last long.  Also, radio doesn't work -- I was told not to turn 'power' button off because it was hard to get back on, but I did by mistake.  Radio used to "pop" when on -- maybe like a static pop, occasionally not coming back on for a while -- which is why I tried the power button.  Blinker 'ding' stopped for a while just before battery changed, now normal.)

Current problem:  stalls.  Brand new issue, starting within last several months with stalling immediately upon starting.  Easily restarts.  Seems to have progressed.  Now stalls going down the road when engine goes to low rev, example at a stop light.  Did it the other day within blocks of starting, so engine had only run maybe 5 minutes.  Today I started it, let it run about 10 minutes, drove 1 mile, filled tank, restarted, stopped at stop sign, all no problem.  I turned in drive and it stalled about 15 feet into the drive.

Service has probably been regularly done -- daughter of original owner was last family driver and she worked at Cadillac dealer who did repairs.

There is a lable "NEW" with a date in engine compartment -- not sure on what part -- maybe air filter?

Ideas?

Is the check engine light ever illuminated and or came on as you were driving the vehicle ?.

Sounds like a fuel pump problem. have the fuel pump pressure teated and have it scanned by AUTOZONE for CODES in your computer as it is FREE and let me know what the codes are. Write them down EXACTLY as they display and ask the guy who is getting the codes if they are HISTORY or CURRENT codes.
