Cadillac Repair: 95 Deville, TO27 current, brake rotor, wheel speed


Question
95 Sedan Deville, Displays TO27 current (LF Wheel Speed Sensor Continuity Fault) and only occassionally as history.

Turn car on "Traction Disabled" message appears. ABS light on. Diagnostic TC above. Sometimes no message or code until driven for a while. TO25 history shows up after I disconnect/reconnect the cable to LF sensor.(LF Wheel Speed Sensor Fault)

Question 1: Why would "Traction disabled" message appear immediately, even if not driven?

Question 2: Would TO27 (continuity) mean an open somewhere in between sensor and ECBM? Can it be measured?

Question 3: Could the ECBM module be bad?

Question 4: Beside replacing the sensor (or hub if necessary) is there anything else that could be troubleshot/examined?

In additions, noticed LF brake rotor worn, could possibly create excess heat while driving. Will do brake job soon and inspect bearing, hub and sensor.
