Cadillac Repair: no subject, cadillac sts, control message

I have a 96' Cadillac STS with the 4.6L 32V Northstar V8 engine im having a serious issue wit the "SERVICE RIDE CONTROL" message that keeps coming up on my dash and it also says "VEHICLE SPEED LIMITED TO 90MPH" which it allows it to go no faster than 90mph this is really a big problem to me. What could be that cause of that?

The manufacturer has the computer set so as the vehicle cannot exceed 90 mph.
