Cadillac Repair: ac, freon, skill level

Question
We have a 95 Cad. STS The copressor will not run and on dash it showes low  refregerant,hooked up gauges show to have freon in it.Another guy told me that the orfice tube is cloged.Could this be the problem and where is the orfic tube located on 95 seville sts? Thank Jeff
