Cadillac Repair: Car will not start, code tester, cadilla

Question
Someone tried to steal my 1990 Cadilla Deville, 4.5 Liter and broke the steering column.  I replaced the broken steering column with another one that I got from a junk yard and I found one with the key.  After putting the new column in, my car still will not start.  Do the codes have to be reset and if so is there a code tester that I can purchase for this year and model cadillac?  I was told that my car cannot be tested because it is too old and there is no code tester for it.

Answer
The codes can be displayed ight on your climate control panel via:

. Ignition ON. Engine OFF.

2. Simultaneously push the OFF and WARMER buttons until the whole display illuminates and then release the buttons.

3. Codes will start to appear in LETTER/NUMBER sequence and will stop when you see .7.0

4. Write the codes down EXACTLY as they are displayed in the EXACT order in which they display and let me know what they are.

One written down, proceed to enter diagnostics agin just as stated above . However AFTER you see .7.0. Simultaneously push OFF and LO to clear the "F" codes and then release the buttons when you see F.0.0 appear.

Do the same with the "E" codes except push the OFF and HI buttons until you see E.0.0.

Turn ignition OFF.

Re-enter diagnostics just as in the first sequence that I gave you and you should see NO codes except for .7.0

If there are any re-occurring codes tell me what they are.
