Cadillac Repair: Fan, cadillac sts, faulty piece

My husgand and I recently purchased a 1994 Cadillac STS.   Is it normal for a fan to be running in this car when the car is parked and the keys are out of the ignition.   We have noticed it several times when shopping and returning to the car.  It sounds like it is a fan of some sort blowing near the windshield.  As soon as we crank the car - the fan stops.  We recently paid over $500 to a shop - because they told us this was not normal and that something was faulty and that if we did not replace the faulty piece it could cause the car to short out.  Just the other day, after paying for the repair - it is doing it again.  The shop now says that this is normal.  They also told us that they disconnected this fuse or whatever it is called so that it will not run - but it still does.  At this point, I do not know if I need to take it to another shop or if this is normal.  Any information would be greatly appreciated.

See if you can identify what motor is running and if you can take a picture of it and e-mail it to me if possible.

What components did the repair shop do to the vehicle ?.

Did they replace the BLOWER MOTOR or what did they replace ?.
