Cadillac Repair: AC Fan and Temp, auto repair facility, ac compressor

Hi,
I have an 1989 Eldorado.  I have had the AC compressor, dryer and evaporator replaced, the shop has cleared the condensor of junk. Blower replaced, blower controller replaced.   

The fan still won't work on high, the temp is cool but not cold, and when the car sits out in the heat of the day (Phoenix) the AC won't start at all.

The shop seems to be out of their depth and this is costing me a fortune.

What's wrong?
