Cadillac Repair: 1991 Deville wont start, fuel injection system, throttle body

Question
What controls the fuel injection system on the 1991 Deville, 4.9L with 158k miles? The sparks plugs appear to be working O.K. Gas is in the fuel rails. The fuel pump runs about 2 sec. when key is turned on. When I spray starting fluid into throttle body the engine responds positively. Looks like the fuel is not getting from fuel rails into the engine. Car needs tune-up, was not running good prior to the "not starting" problem. Car was low on gas (3 gallons displayed) just prior to problem. Put more gas in and it still won't start.

Answer
What engine is in it ?.

Are there 2 fuel injectors mounted right in the middle of the engine on top ?.

Perform this test:

1. Ignition key ON, Engine OFF.
2. Push and hold for 2 seconds the OFF and WARMER buttons
on the heater control panel and then release the
  buttons.
3. Write down all the numbers that appear on the display
  until it stops displaying numbers.
4. Turn OFF ignition key.

Tell me all the numbers you get and how many times each number appears.
