QuestionMy Cadillac has been having problems with the dashboard, which is electric, just going out intermittently. Some times it works, sometimes it doesn't. Almost always, I can hit the dashboard, and the lights will come back on. This contains my speedometer, gas gauge, mileage, etc. As of yesterday, it stopped working all together. Then last night, my horn began blowing for no reason, after the car had sat for more than 4 hours. There was a buzzing sound coming from the BIG silver fuse in the fuse-box, and when I tried to pull it out, it was burning hot to the touch. I did eventually get it out, and the buzzing stopped. Now I have no power seats, no power locks, and on top of that, the dash is still out. I have taken my car to 2 different repair shops that both say take it to a dealership, because it would take too long to diagnose the problem for them. Have you ever heard of an issue anything like this? Please help!!!

You may have 2 problems which are not related,the problem that your having with the dash {IPC} is that you have a failed Inst panel cluster {IPC} or dash,this was common in 92 for the Brougham.
The horn problem maybe either a short in the power feed ckt to ground,but i think you just have a failed horn relay that just shorted itself internally,replacing the relay should fix your problem with the horns,also the silver fuse that was buzzing and hot was the horns ckt breaker,its like a fuse,this fuse also controls or gives power to the seats,when you removed it you also removed the power to the seats,the horn relay is located in the accessory relay panel located under the left side of the dash,left of the brake pedal,the relay location is the topmost to the left it looks like a small box and plugs into the relay panel.
The only way to fix the IPC is to remove it and send it out for repair,GM/Cadillac parts can help you with the repair of the IPC.if you need more help please contact me.Thanks
