Cadillac Repair: Cadillac starting problem, cadillac dealers, accurate diagnosis

1999 Cadillac has starting problem- after having a complete tune up this began
When the ignition is turned all electrical function seems normal (lights,dash...) but there is no clicking sound or dead/weak battery sound then after MANY attempts it starts and runs great.
The Cadillac dealers diagnostic report shows nothing is wrong but offered to replace a bunch of parts costing around $3,000.00.He also said it's not a gaurentee that this will correct the problem....and charged $100.00  for the so called diagnostic information (love those car dealers)  P L E A S E!!! any info/suggestions you offer would be  helpful.

This can be a tough one to diagnose especially when a vehicle has an anti-theft system. This is going to require some extensive diagnostics in order to properly diagnose the problem. Es[pecially if it is ONLY an INTERMITTENT problem.

There is just so many COULD BE items that can cause this problem that it would be impossible to make an accurate diagnosis without doing numerous complex test procedures.
