Cadillac Repair: Car will not start, neutral safety switch, fuse panel

Question
I have 12V volts going to the starter, but don't have any voltage coming from the ignition to the solenoid.  I have changed out the ignition switch, ignition cylinder and the neutral safety switch. Why is my car still not cranking.  I have a 1992 Cadallic Deville.  4.9 engine

Answer
Hi Donnie, Sorry I didn't have time to give you a complete answer before. In looking at the wireing diagram power comes from the battery to maxi fuse 7 in the under hood fuse panel that is located under the black plastic cover below the windshield. From there it goes to a splice 203 which is under the dash aprox 1 foot before the 2 by 4 inch plastic connector that the steering column wires go to. From the splice to the connector and then to the big red wire at the ignition switch. Of course once the switch is turned then power is sent down the line to the starter enable relay, neutral safety switch and finally to the purple wire at the starter. Sometimes the splices/soldier connections go open otherwise testing the red wire at the big connector near the fuse box and parking brake pedal would be the easier place to test. By this description you can see why having a wireing diagream to test the circuit is a must. Hope this helps get you engine started. Bill
