Cadillac Repair: 1995 Cadillac Deville 4.9 Starting Problems, spark plug wires, cadillac dealer

I have a 1995 Cadillac Deville with 4.9 engine.  About every three weeks the car cranks but will not start.  If I let it sit for a day it starts right up and runs fine for another two to three weeks before the same thing happens.  I bought the car recently from a co-worker, he showed me paperwork for a complete new distributor and shaft, battery, alternator, and also a recent fuel pump and tuneup.  I changed the fuel filter.  When the car cranks but won't turn over, it is real strong (with no hesitation during cranking) but just won't catch.  I'll try for ten minutes with no luck until the next day!  The car has 175,000 miles on it, and was well maintained by a Cadillac Dealer.

1. Has the dealer or any facility been able to resolve the problem and or tried ANYTHING to fix or diagnose it ?.

2. Does this no start problem occur after it has rained on or a day or 2 prior to this no start problem ?.

3. Have you determined if your problem is NO fuel pressure/volume ?.

4. Have you determined if you are NOT getting any ignition from the spark plug wires to the spark plugs ?.

You need to determine either above # 3 or # 4 BEFORE we can proceed with any further diagnostics.
