Cadillac Repair: 86 Cad Fleet/DeVille, fuse panel, radio works

I had sent a follow up, but anyway, you were right on with the engine idle. It settled down on the way to work.
Still no digital instruments. Radio works, but nothing else.
checked all fuses, all ok, can't find relays.

Had new water pump about 2 years ago, that about the only major stuff done to it since I've had it.

Did you PHYSICALLY remove the fuses to check them with an OHM meter or did you just test them with a test light while still in the fuse panel ?.

Physically remove the fuse(s) and test them.

If the fuses are OK, Then you either have an instrument panel internal fault and or a BCM fault. BOTH will need professional testing to determine which is at fault.

Is there ANYTHING else that does NOT work on the vehicle ?.
