Chevrolet Repair: 88 Chevy 1/2 ton...fuel pressure, fuel pressure regulator, fuel pump relay

Hi, I was wondering what you could tell, or suggest to me on an 88 Chevy truck that I have. I had the truck at my parents house after fixing the brakes and my brother basically gave it to a guy without permission. Anyway, I got it back after it stopped running. I guess it wasn't getting fuel and they put a new fuel pump in it. They also cut and spliced one or two of the wires that run to the fuel pump. My brother said that the wires were fried and bare, which is why they replaced that section. Note, I've learned not to believe everything he tells me. The truck will run if you pour gas in the throttle body. The fuel pump will also run, pulled that out and "hot wired" it, both work fine. I was kind of questioning the fuel pressure regulator. Any suggestions?       Stumped man

Yea , dont let you brother play with your truck.

does the fuel pump run when it is in the truck ?
you should be able to hear it run for a couple of seconds when you
turn on the ignition. if the fuel pump does not come on , i would
check the fuel pump relay next. and of course the fuel pump fuse
