Car won't start,hood won't open,brakes are locked,and none of the lights,door locks or radio will work

This isn't Bill is it?

 Thats a pretty tall order and you are going to have to get your hood open first.  If there is resistance in the cable you could have someone lightly push down on the hood while you pull the handle for the hood release.  It might just be stuck.  If the lever pulls with no resistance you might have a broken cable and or latch.  If the cable is broken you will have to try and get to the latch from the rad area.  If the latch is broken you will have to go to a shop.  They can be very difficult to get open when the hood release doesn't work.
 Once the hood is open put a battery charger on it on trickle charge for 2-4 hours and start with a freshly charged battery and get back to me.
