Chevrolet Repair: 79 Chevy Scottsdale C10 Pulls hardleft when braking, gas shocks, vacuum advance

Question
The truck is a 1979 Chevrolet Scottsdale C10 with a 350 engine, 400 turbo transmission, 2 WD , short bed. It doesn't have power windows,seats or A/C.
If there is anything else you need to know, just e-mail me. We just put new gas shocks on the front. It has new tires but we found out from putting on the shocks that the front passenger side tire is worn bad on the inside.
The problem is, that it pulls hard to the left when braking.
Also, when you push the peddle to the floor ( at any speed) it feels like the 4 barrel doesn't open up quite right. It makes a puttering or sputtering sound that you can feel too when you kick it in. When we first bought the truck, we felt it was idling way higher than it should be. So we turned it down and cleaned the throttle body. This was after noticing the sputtering sound when you tried to kick -in the 4 barrel but none of what we did worked. Other than that it idles and drives fine. Someone did take off the converter.
Thanks,
Stephanie

Answer
Sorry it is taking me too long to answer today.  My son's Hockey team is in playoffs and game 5 of the first round is tomorrow!  I am the Coach, extra practice, busy shop, busy schedule, family man and no limit on questions keeps me busting my butt!!!

Lets start with the brakes.  Have you checked the front calipers for sliders or a piston being seized?  Pull the wheels and take a screwdriver and pry on the rotor and outer pad to make the piston force back.  Both sides should push back equally.  A co-efficient of friction is neccessary to make sure the vehicle is not leading towards the side that is braking.  Once the calipers are pushed back make sure the caliper moves on the sliders.  If that is ok we can move to the next step.
A 79 5.7 has a rochester 4bbl carb.  What screw/s did you adjust?  Have you checked to make sure the vacuum advance and centrifugal advance is working?
