Chevrolet Repair: Headlight switch, windshield washer motor, victoria bc

Question
Have a 1985 Chev. Celebrity with the highbeam switch  on the handle arm with the wipers. Brights won't come on and I hit a bump and now they won't go out. Also I can hear the windshield washer motor going but it doesn't spray. Do I have to pull the steering wheel off to change this switch and is this also the problem with the washer fluid not spraying ?
Also I had a oil change and it leaked for awhile but stopped. Is that possible ?

Hey,

 Thats an old one but if memory serves me correctly there is a switch at the base of the column that a rod touches.

 If you had the oil changed and they did not wipe the oil off the subframe when the filter was removed it can collect the oil there and drip out for a while.  Monitor your engine oil closely if it does not stop leaking.
