Hello Holly,
The white stuff on the oil cap and dipstick sound like condensation, which should be drawn out through the pcv valve. So I would make sure the PCV system is working properly first.

yes the pcv is working good and also today i done a compression test and they were all 190 in each cylinder and normal is 175 to 195 so thats all good but the smoke doesnt start untill like about 1 to 2 mins after start and theres alot of water coming out pipe and the oil level looks like its about a court to much so let me know somthing and thank you very much

Answer
The water out the exhaust is not uncommon. The catalytic converter forms carbon dioxide and water.
So if you are not loosing coolant, don't worry about the water in the exhaust.
The oil level being overfull could be from fuel leaking into the crankcase.
First change the oil, and put exactly what it calls for.
Then watch it for a few days, and see if the oil level rises. Might also check the oil you drain out to see if it seems diluted with gasoline.
If it does "make oil"(oil level rises), and you are not loosing coolant, then the injection system is what I would suspect, allowing raw fuel to enter the cylinders, and wash down past the rings.
