you are probably either looking at bad valve seals, or worn piston rings. honestly, i would try valve seals, because they are inexpensive. if that doesnt work, at 200,000 miles, find a used engine with lower miles on it and put it in. its not worth the money at this point to put rings in it. to put rings in it, youre pulling the engine anyway, and if you do all that, you might as well rebuild the lower end if the engine. see how that turned into much more money? as a tech, i would be recommending a used engine. let me know how it goes.

there is also water comeing out the tail pipe also so i hope its maybe a headgasket lol plz help me out sir

Answer
what do you have in your radiator? water, or coolant? water, in small amounts is a natrual by product in regular exhaust. now, if you have antifreeze in your rad, and you are getting that green out the tailpipe, then you have a bad head gasket. if you have water in your rad, and you are getting a bunch of water out the tail, same thing. i hope this helps, but i still at this point recommend a used engine.
