Chevrolet Repair: 95 Chev 6.5 turbo, discharge side, exhaust system

Hi, Just wondered if there is a way to test the turbo on this rig? It surges under load, blows black smoke & has no whine. The truck runs great unless you need the power. Just asking before I spend the money on a new one. THANKS for the input.

Remove the hose from the discharge side of the turbo.
If it is real oily, the seal is probably out.
Then see if you can get to the end of the shaft in the turbo.
Wiggle it up and down, and see if it will turn.
It should turn freely, not drag, and the shaft should have almost no movement up and down, or side to side.

It probably won't be hard to tell if it is shot.

Plugged exhaust system can also keep the turbo from working.
