Chevrolet Repair: 91 s10 Blazer 4.3L 4x4 ABS Braking Problem?, s10 blazer, rain storm

My '91 s10 Blazer 4.3L 4x4 w/ 198,000 miles has been having problems with braking especially on wet roads. At times the brake pedal will go all the way to the floor; brakes lock up, and sends me into a skid. I have had front & back brakes change, new rotors, and consistently check brake fluid level.
It seems at times when depressing the brake pedal the brakes will catch but then let go even with the brake pedal all the way to the floor, the brake pedal will make a kind of growling sound while depressed (best I can come up w/ for example is a mmmmmmmmm.... sound) when constant pressure is still being applied to brake pedal. This is happening quite often after or during a rain storm. Twice now it this problem has caused me one time to skid into an intersection, thank God no one else came through the intersection. The other time happened after a rain storm & I was coming down a hill to a stop light and again I was applying consistent pressure to the brake pedal the brakes locked up and pedal went to the floor again and makes the growling sound this sending me skidding down the hill and into the intersection. I have begun pumping the breaks to try & keep this from happening again in wet conditions and/or hard breaking situations. This is very unsafe and scares the hell out of me when my children are in the car.
I have read on some website that there has been some kind of recall on this topic for my blazer but no other information is given on how to go about having this problem repaired.
Please HELP! Before I end up killing someone or myself due to this problem.

In reference to this sentence you wrote"I have had front & back brakes change, new rotors, and consistently check brake fluid level".
Does the brake fluid stay at the same level?
Did a shop repair the brakes? Are they certified?
If yes, take it back to the shop and ask them to fix it.
If no, there may be an existing problem with your master cylinder or brake fluid on the rotors or brake pads or a number of things that can be related to the ABS.
I need a lot more information in order to be more accurate, so prepare yourself with an on-slot of questions.
