Chevrolet Repair: Service engine light on, repair made, torque converter clutch, pulse width modulation

Question
I have a 1998 Chevy Blazer. Had the transmission completely rebuilt.  Runs Beautifully but the service engine light stays on and throws a code P1860 which says Torque Converter Clutch PWM Solenoid Circuit.
I need to get the light out because it will be going through state inspection soon.  We had the trans rechecked by the guy that rebuilt it and he could find nothing wrong. Any suggestions would be appreciated

Answer
If this code was NOT present prior to the overhaul of the trans and now it IS, Whoever rebuilt the trans is responsible for fixing the problem.

1. He failed to test/check either the TORQUE CONVERTER CLUTCH PULSE WIDTH MODULATION SOLENOID VALVE that is loacted in the valve body by either:

1. Forgot to install the 2 rubber "O" rings on the solenoid.

2. Did not remove it when he flushed out the valve body and a piece of debris is stuck in the valve.

3. pinched a wire going to the solenoid upon re-assembly of the wiring harness.

4. Did not hand test the solenoid prior to re-assembly.

Like I said earlier, If this code was NOT present prior to the overhaul of the trans and now it IS, Whoever rebuilt the trans is responsible for fixing the problem.
