Chevrolet Repair: Cooling problems 1995 Z28, temp gauge, electrical problem

Thanks for your time.
I have a cooling problem in my car. It seem to be an electrical problem but the dealer seems not understand Z28 enough to findout what it is. I've owned the car since 1995. During these years the Temp gauge has always at the first quarter mark as long as the AC is on. Since last summer it has been going higher than that. I think that the fans are not working properly. The reason I believe it to be an electrical problem was when the problem first started: I wasn't hearing the fans kick high speed when the temp exceed the first half when as it use to do (when exceeding the first half with a few hairs/ AC Off). I've changed the fans and I still have the same problem. I've changed the relays and still the same problem.

Hello Sam, I would take your garden hose and run water through the radiator from the engine side tothe front to clear any dirt and weeds. If you can get between the radiator and the condenser to clean the front of the radiator would be a good thing too.
