Chevrolet Repair: 1992 chevy blazer starting problem., chevy blazer, tank van

Question
I have a 1992 Chevy Blazer 4.3L Vortec. When it is cold out I have a hard time starting it and I usually have to spray starting fluid in it. When running, while accelerating it hesitates and doesnt have the power it should (sometimes). I changed the fuel injectors about a year ago and the fuel filter recently. I can hear the fuel pump kick on for a couple of seconds when I turn the key on, though I havent tested for pressure. Also whenever I fill the gas tank up it leaks gas, (I think the tank is rusted). Could this be the problem? Or do you think maybe a relay or fuel pump? Please let me know any possabilitys.
Thanks,
      Scott

Answer
Hi Scott,
The leak in the tank isn't the problem, but I would sure want to get it fixed.
Test the pressure is what I would do. I would connect the tester so I could read it while driving.
I honestly don't know what a Vortec pressure should be, but it should stay there all the time.
I have seen hoses inside the tank split and hold some pressure, but not allow full pressure. Gas just sprays inside the tank.
