Chevrolet Repair: 1995 chevy tahoe wont start, chevy tahoe, battery cable

Question
I have a 1995 chevy tahoe, It dose not start all the time. It will start 4 out of 5 times. It will start fine i turn it off to go in a store, when i go to start it again it wont start. It dose not crank over at all. The only thing that will make it start is if i unhook a battery cable for one second and hook it back up. I replaced the battery and the starter and it still dose it. Any help will be appriciated.
