Chevrolet Repair: SES Light On Code P1652, component faults, chevy malibu

I have a 1999 Chevy Malibu LS.  In order to pass New York State Inspection the engine light must be off.  I have been to 3 shops including a chevy dealer and they can not fix it.  It is Code P1652 (Cooling fan relay 2 and 3 control circuit).  They can not find what is causing this.  Do you have any ideas.  The engine light comes right back on after reseting it.

It's NOT that they CAN'T fix it, It is either a lack of knowledge, don't want to take the time to perform the required tests or just plain don't CARE because it's not THEIR vehicle.

Unfortunately this type of attitude is getting worse every year. Unlees the problem is OBVIOUS, They don't want to perform the tests to find the cause.

QUESTION: Has there been ANY electrical wiring ANYWHERE that has been disconnected for a period of time ?.


QUESTION: What mechanical work has been performed on the vehicle recently ?. As most problems that occur after a recent repair was made can be traced back to the area of where the repair was made.

This type of fault is usually a wiring connector fault but there are several possible other component faults that could also cause this problem and testing is required on the following components and wiring connectors:

1. The PCM (Power Control Module wiring connections could be faulty or the PCM could be faulty.

2. The coolant fan mODE CONTROL RELAYS could have a faulty wiring connection or the realy(s) could be faulty.

3. There could be a faulty wire connection at the coolant fan # 2 relay wiring connections or the realy may be faulty.

Have ANY of the above components been tested and or replaced ?.


NOTE: IF the fault is in the PCM, The NEW PCM MUST be re-programmed.


I don't know how mechanically experienced you are and if you posess a digital multi-meter and or know how to use it.

Think HARD about ANY wiring being disconnected for ANY reason in the past repair history of the vehicle.
